Abstract

The state is using the National Guard and prisoners to repile tires, build fire lanes and create a dirt buffer strip at the Durham dump belonging to John Emerson. The dump, which contains between two million and 14 million old tires, is a fire and groundwater hazard, but plans to clean it up are on hold because there is no place to take the tires.
