Abstract

Brief report on a measure brought before the Portland City Council by Councilman Pious Ali seeking to allow Portland residents who are not American citizens to be able to vote in Portland municipal elections. Describes arguments offered in favor and against the measure, as well as concerns from the ACLU and ILAP that the measure can be implemented safely, without negative ramifications for non-citizen voters.
