Abstract

Profile of Portland police chief Michael Chitwood. Chitwood, 52, is one of the most visible and vocal people in Maine, and by far the most vociferous police chief in the state. The city of Portland has spent $40,000 over the past four years defending Chitwood in legal actions filed against him. Chitwood started his law enforcement career as a street cop in Philadelphia, and became the most decorated officer in the history of that city's police department.
