Abstract

"Essay" piece by Peter Rickett, an at-large member of the Portland City Council, on letters sent by Portland police chief Michael Chitwood to individuals seen cruising Portland's neighborhoods. There is no law against cruising in Portland, although one is being discussed. Rickett says the letters are inappropriate until an ordinance banning cruising for sex has been passed.
