Abstract
"City" piece on the aftermath of the September 27 accident that resulted in 170,000 gallons of fuel oil spilling from the oil tanker the Julie N. The vessel left Portland Harbor on October 19, and managed to graze the Portland Bridge on its way out. Ron Huber of the Coastal Waters Project said oil spill recovery is a joke, and despite spending a lot of money the beaches remain soiled.
