Abstract

Some Portland voters who requested absentee ballots never received them, while others received ballots for other precints. The city clerk's office was short-staffed going into the election season, and had to rely on temporary employees. Around 3,000 absentee voters were processed, twice the number of absentee ballots cast in the 1994 election.
