Abstract
Discovery House in South Portland is Maine's only outpatient methadone clinic, and addicts travel to Discovery House from around the state for methadone and counseling. Discovery House, a for-profit venture, gives no free care, not even to its poorest clients. Critics of long-term methadone use say that for-profit treatment centers have little incentive to help their clients get off the drug, and that addicts are merely trading their heroin habit for an addiction to methadone. State Medicaid officials say the clinic, which has just four counselors for 200 clients, has been charging the state for counseling and dosing that never occurred, and is violating the provisions of its agreement with the state.
