Abstract
"City" piece on Fair Harbor Emergency Shelter in Portland, which is operated by the YWCA on an annual budget of $328,000. Fair Harbor provides dorm rooms, counseling, meals and clothing to girls between the ages of seven and 17 who might otherwise sleep on the streets or remain in abusive situtations. Fair Harbor faces a choice between a serious financial shortfall and a large cut in services. Fair Harbor depended in part on money from the Maine Department of Human Services, but DHS referrals and funding have decreased.
