Abstract
Regional Waste Systems owes more now than when construction of the trash incinerator began in 1986. The Maine Department of Environmental Protection says the plant has fouled the air more than 1,000 times since 1992. It is proposing fines in excess of $510,000. RWS paid $2.69 million between 1992 and 1995 to consultants who are supposed to oversee the plant, including J. A. Hayden Associates, Portland attorney Nick Nadzo and Connecticut attorney Dial Parrot. Portland City Councilor George Campbell is calling for an independent investigation of RWS, including a review of its finances. Details.
