Abstract
"City" piece on a bill sponsored by state representative George Kerr that would protect trash haulers from being put out of business by municipalities that decide to haul their own garbage. Portland officials say if the measure becomes law the city might have to raise more money from taxpayers to cover a deficit stemming from the shortfall at Regional Waste Systems. At least ten other states have passed similar legislation, and the state's trash haulers have enlisted the help of a lobbyist to ensure the initiative's success. Details.
