Abstract

"City." Kidnapper Norman Dickinson is preparing to sue Portland police chief Michael Chitwood for announcing that Dickinson was living in a Munjoy Hill crisis shelter. Because Dickinson's probation requires him to find a home, he must remain in jail until a willing landlord comes forward. He plans to look outside Portland.
