Abstract
Portland city officials are alarmed by the number of taxpayers abandoning the city for the relative sanctuary of the suburbs. They claim that part of the problem is the federal and state policies that result in the poor and disabled moving to the cities for services. The city council has proposed rewriting the city's zoning laws to restrict special needs housing and to keep poor and disabled people from displacing the gentry, a tactic that critics claim is unjust and discriminatory.
