Abstract

Portland city manager RoBert B. Ganley has proposed creating a skateboard park at the Maine State Pier. Downtown businesses this spring complained about skaters, prompting a police crackdown on riders who violated the city ordinance against riding on sidewalks or in parks and plazas. The city would have to solve the problem of potential liability if skaters were injured while using the park.
