Abstract

"City" piece on former Portland police officer James Foley, 34, and his cousin's husband, Michael Webster, 34. Foley pleaded guilty on February 4 to fraud charges, and was given a 90-day sentence, a $2,000 fine and one year's probation, and was made to resign from the force. Foley and Webster give their version of the events on March 31, 1997. Two other Portland officers, Scott Stahle and John Swiger, were also involved in the incident.
