Abstract

"City" piece on the proposed United States Postal Service distribution center near the Fore River Sanctuary in Portland. Environmentalists say the proposed 50-acre project threatens hiking trails, wildlife and wetlands. Critics might be powerless to halt the project, since federal agencies are exempt from rulings by local planning boards and city councils. The USPS is also considering sites on the Scarborough-South Portland line and on property owned by Scarborough Downs Race Track, but USPS officials prefer the Portland location.
