Abstract

The 13,000-member National Association of Railroad Passengers will hold their annual convention in Portland in October, which is when passenger-rail service between the city and Boston should be in operation. What won't be in operation by October is Portland's new train station, but city officials claim that the project is moving ahead. Details.
