Abstract

"Congress Street Minutes" piece on Oak Street in Portland and Dixie's Gallery, which is located on Oak Street. Dixie Waligora sells a mixture of odd kitsch and her own "outsider" art, and is the dealer for the paintings of Michael Waterman. Sean O'Neil, a retired broadcaster, who lived on a boat next to DiMillo's restaurant for several years, is her manager.
