Abstract
Neither the harbor master of Portland nor the state Department of Environmental Protection has the authority to ban Jet Skis in the 600-acre tidal flat known as Back Cove in Portland. The state Department of Marine Resources, which does have the authority, says it can only ban the personal watercraft if the state creates new regulations. The noisy machines have been an annoyance to some people in the area.
