Abstract
"So Noted" piece on Portland's segregated schools. Administrators argued centralizing services in integrated neighborhoods was cheaper, more convenient and offered foreign-born kids the comfort of being grouped together. But what began as a smart way to educate kids has become a tracking system that dumps youth of color into a few schools, and the inequities in the system get worse as kids get older.
