Abstract
"City" piece on a planned revaluation of Portland real estate properties that have escaped reassessment since 1991. Richard Blackburn, the city's tax assessor, said his office wants to use computer software to bring property owners' assessments and taxes into line. But Bud Gallie, president of the Portland Taxpayers Association, said he has concerns about replacing humans with computers. City Manager Bob Ganley said discussion of the purchase and use of the computer software by the tax assesor is premature because Blackburn's budget requests have yet to be approved.
