Abstract

"City" piece on Portland High School's English as a Second Language (ESL) program. An official in the Civil Rights Division of the U.S. Department of Education in Boston said the program's students are being denied the same education as their English-speaking counterparts. Robert Pierce of the city's school department confirmed that an investigation has found more than one violation of federal law. But Portland school superintendent Mary Jane McCalmon said she's heard nothing about it.
