Abstract

"City" piece on John Jay Fignar, 48, a wheelchair-bound diabetic with heart and kidney problems, whose $975 monthly disability checks total a few dollars over the current Medicaid income limit for state help with all prescription drugs. Fignar must pay $3,588 of his own money for prescriptions every six months, before he is eligible for assistance. Because he rations his drugs to make them last, he is often in the hospital and, during one hospital visit, picked up an infection that led to the amputation of his leg.
