"City" piece on Portland's new curbside recycling program, which has turned into a social service program by helping people who collect returnable bottles and cans, as the blue bins have made bottlepicking easier. Emmett Meserve Jr., who has been on and off Portland's streets for three years, said most people can make $25 to $30 a day.
