Abstract
"Cover Story" piece on video surveillance in Portland. Police Chief Michael Chitwood believes video cameras are legitimate investigative tools. He won't disclose the number or locations of the department's hidden cameras, and he is considering installing them at intersections to deter people from speeding and running red lights. Chitwood acknowledges that overt video surveillance by his department is widespread in Portland. With information about individual privacy rights and comments about other, less visible video surveillance in places such as parking garages, markets, business offices, courthouses, bars, and the Portland Public Library.
