Abstract

"City" piece on a long-range plan being developed by Portland's Department of Transportation and Waterfront to deal with all cabs, limos and buses at the Portland International Jetport. Jeff Monroe, Portland's transportation director, said the city is considering awarding the ground transportation to one company, but taxi drivers say the plan would create a monopoly. Any change in policy would have to be approved by Portland's City Council.
