Abstract

"City" piece on a complaint filed by Christine O'Leary, director of the Preble Street Teen Center, charging that members of the Portland Police Department used excessive force while arresting teen-ager Dana Buswell at the center on Dec. 2. Police lieutenant Ted Ross said the incident is being investigated.
