Abstract

"City" piece noting that a report on the Portland Public School's English as a Second Language (ESL) program is now six months overdue, and no one seems to know why. The U.S. Department of Education's Office of Civil Rights began its review on Nov. 17, 1998, a year after several ESL students at Portland High School said they were being denied access to as rigorous an education as their English-speaking counterparts.
