Abstract
Scarborough and South Portland are currently locked in debates over their respective obscenity ordinances, with opponents believing the measures might lead to the censoring of library books while supporters feel the ordinances will protect the good character of the towns. Both sides might learn something about the issue in general if they look at how Portland and Saco approached obscenity ordinances, and which approach has proved most effective. Details.
