Abstract
"City" piece on the Portland West Neighborhood Planning Council, which some residents in the Portland West neighborhood say has been mute about Mercy Hospital's new growth plan, because of financial and political conflicts of interest. Following two previous expansion efforts by Mercy, in 1982 and 1988, the council joined with groups demanding substantial changes. Ethan Strimling, Portland West's executive director, acknowledged that Mercy Hospital donates about $5,000 a year to the cash-strapped agency for its YouthBuild program. It has also been noted that Howard Buckley, Mercy's president, donated $100 to Strimling's unsuccessful campaign for the Portland City Council.
