Abstract
"Cover Story" piece on Jeff Monroe, 47, Portland's waterfront and transportation director who is pressing forward with a new development called Ocean Gateway, which is planned for the present Bath Iron Works land on the east end of Portland Harbor. The plan will replace much of Portland's working waterfront with restaurants, shops, offices, conferences facilities and perhaps even a hotel. Many fear that Ocean Gateway will lead to the gentrification of the waterfront. Monroe says Ocean Gateway is moving forward at a fast pace because the city must find a way to pay the estimated $1.5 million annual cost of maintaining the site once it assumes ownership in 2002.
