Abstract
The Portland School Department paid lobbyist Joseph Mackey $20,000 for working the equivalent of one day a week for four months. Mackey, who works for the Augusta lobbying firm Public Affairs Group, was hired in November 1999. His contract from Dec. 1, 1999, through March 30, 2000, or the end of the legislative session. Mackey's job was to assist Superintendent Mary Jane McCalmon with stragegic planning, legislative issues and monitoring the activities of state agencies and boards that could effect the amount of state education funding received by Portland.
