Abstract

"City" piece on Maine's needle exchange program for intravenous drug users, which shuts out people under 18 years of age, even though teenagers are among the highest at-risk groups for diseases such as HIV and hepatitis. A bill to allow those under 18 to get clean needles was introduced in the Legislature last year, but it went nowhere.
