Abstract
"Cover Story" piece on working off the books in Portland, with anecdotal evidence that the cost can be a lot more than it's worth. Both the employer and employee think they can benefit from the practice they're both saving the cost of various withholding requirements. But they are both committing a crime and can easily get caught. The employees are also risking paying all the costs associated with any work-related injury, for people working off the books are not covered by the employers workmen's compensation policy.
