"So Noted" piece on a proposal by the Portland Water District and Wheelabrator Water Technologies to spread 2,000 tons of sewage sludge on a 55-acre parcel of land in Parsonsfield, suggesting that officials would have fewer problems with public opposition to such proposals if they were more open about the process.
