Abstract
"City" piece on Seiha Srey, 17, who was arrested and incarcerated, but never tried for the 1998 stabbing death of 18-year-old Robert Joyal. Srey's defense attorney, Daniel Lilley, is considering filing a "substantial" lawsuit against the city of Portland, police chief Michael Chitwood and his department, as well as Assistant Attorney General Fernand LaRochelle for allegedly violating his client's civil rights.
