"So Noted" piece that deplores current federal deportation laws that can result in someone being imprisoned for life while waiting to be deported to a country that for, whatever reason, does not respond to U.S. authorities, and which cites the case of Phuong San, formerly of Portland, a Vietnamese immigrant now being held at a detention center in Oakdale, Louisiana.
