Abstract

"City" piece on Portland City Councilor Peter O'Donnell's proposal to ban pit bulls from the Old Port and downtown Portland. According to Gary Wood, the city's attorney, state law allows municipalities to create their own dog ordinances, as long as those ordinances are not "breed specific."
