"City" piece on Portland property taxes, which could be much higher in 2001. City Councilor Jim Cloutier, chair of the council's finance committee, is warning that if municipal leaders don't find a way to cover an anticipated budget shortfall of between $8 and $15 million, property owners could see their taxes increase by as much as $3 per $1,000 of assessed value.
