Abstract
"City" piece on the battle between dog owners and preservationists for control of Portland's historic Western Cemetery. Earlier this year, Portland city officials created a master plan committee and hired a Boston consultant for $50,000 to study the situation. City Manager Bob Ganley has increased that amount by $18,000 for a list of new sites that could be used as dog runs. Of 432 residents who responded to a poll, more than 80 percent said the city should put up other fenced dog-exercise areas.
