Abstract
"City" piece on the negotiations between Portland City Hall and Time Warner Cable of Maine toward renewal of the cable company's franchise, which expires in May 2003. The last time the cable contract with the city came up for renewal was in 1986. When that agreement expired in 1995, Time Warner utilized its option for an 8-year extension to string state-of-the-art fiber-optic cables lines in Portland. With a history of cable service price increases during the past five years.
