Abstract

"City" piece on Portland police chief Michael Chitwood's recent decision to work with city officials in drafting plans for a citizen panel to review allegations of police misconduct. Coming on the heels of a Dec. 31 "riot" in Portland's Old Port, which resulted in complaints of police using exessive force, some are wondering if the incident finally convinced Chitwood that such a panel is necessary.
