Abstract

"City" piece on "Northgate Farms," a controversial 19-unit condominium project next door to Portland's Allen Avenue Unitarian-Universalist Church. Developer Wilfred "Willie" Audet, owner of Audet Land Co., has been issued several stop-work orders for failing to obtain the proper permits from the city.
