Abstract
"So Noted" piece noting that Portland schools are facing a $600,000 loss of state education funding this year, and chastising the city's legislative delegation for not invoking Portland's rights under a law passed by the Legislature in the 1980s that requires the state to pay an average of 55 percent of its towns' and cities' education budgets. Since the recession of the 1990s, legislators have consistently dismissed the intention of their predecessors, passing state budgets that provide less than 50 percent of the average cost of education, not withstanding the law.
