Abstract

"City" piece on Nappi Towing Inc., of Portland, which is owned by Sandra Rizzo, wife of Sgt. Sullivan Rizzo, the police officer who, until recently, was in charge of approving towing companies for city use during parking bans and street cleaning. There is an appearance of conflict of interest, and Portland police officials admit they're uncomfortable with the situation, but they insist there is no violation of department rules or ethics and that all local towing companies are being treated fairly. But the owners of some of those companies aren't so sure.
