Abstract
"City" piece on Portland city councilor Tom Kane, who is unhappy about Cumberland County officials raising taxes over 12 percent this year, despite having what Kane says is a $4.7 million county surplus. Kane has asked the city's attorney to draft a resolution for consideration by the city council that would urge the county to return the money or face a lawsuit. But county officials said the surplus doesn't really exist, because they've already designated it for present and future expenses.
