Abstract

"Cover Story" piece on Portland city officials and their record on planning for the future. With special focus on Vision 2000, a program developed in 1986 by Jack Daigle, then president of Casco Northern Bank, that began with two propositions: Portland needed to achieve consensus, and the city needed to develop regional solutions to its problems. Neither of these ideas has worked in the real world. With details about Vision 2000, and recommendations for future planners.
