Abstract
"City" piece on a $13 million bond issue for Portland's schools that may be on the November ballot. Included in the bond package is $400,000 for putting artificial turf on a playing field at Reiche Elementary School. Mayor Cheryl Leeman called including the turf money in the bond "deceptive," because most voters believe they will be voting on renovations directly related to education. The city council is scheduled to debate the issue on Sept. 5.
