Abstract
Portland's Downtown District has started a study of Congress Street in response to complaints from business owners about people hanging around in front of their stores. The study began in May when city workers started contacting and talking to loiterers, and last month the PDD surveyed street-level businesses about the impact of loiterers on their customers. Anthropology students from the University of Southern Maine, after observing and noting the behavior of people along Congress Street, will compile data for the creation of a map showing who hangs out where.
