Abstract
"Cover Story" piece on the U.S. Coast Guard, how it is adjusting to the new realities of life since the Sept. 11 terrorist attacks, and the safety of Portland Harbor. With a journal account written over the course of four days, during which the author was invited to go along on local U.S. Coast Guard patrols and rescue missions. With special focus on David Keleher, an enlisted senior chief and officer in charge of the U.S. Coast Guard Station in South Portland, who exceeded his authority on Sept. 11 by closing Portland Harbor to all maritime traffic, though no one has questioned his decision.
