Abstract

"City" piece on Portland police chief Michael Chitwood who is facing his biggest challenge in the wake of huge city payouts to settle police brutality cases. In recent weeks, the city of Portland has paid more than $700,000 to people who accused Chitwood's department members of using excessive force. Most of Portland's city councilors agree the department's internal-affairs process needs to be scrutinized, and there appears to be growing pressure from councilors to force Chitwood and the police unions into accepting a civilian review board with real power. With comments by several Portland city councilors and Portland-based attorneys.
